Current board members are listed here. All board members are volunteers. Most are homeowners living in our community. Their job is to make sure the CC&Rs, Rules and Regulations, and needed community maintenance are being upheld. Board members are elected yearly, in January.

 

What if I want to change something on my property?

If the change is visible from the street, you need to contact our Architectural Review Board to get approval, just like every other HOA requires. And no, this does not include your choice of flowers to plant in your garden. 🙂

What is included with our HOA fee?

  • Irrigation and Grounds Keeping: Please see https://clearviewoftalent.com/documentation/grounds-and-irrigation/ for details.
  • Trees: All of our trees along our parking strips (which belong to the HOA) and all front yards are maintained by our expert arborist.
  • Bookkeeping: The HOA has retained a bookkeeper who will receive all payments, disburse funds for insurance, gardening, etc., and send reminder notices for fees when due.
  • Streetlighting: We pay for electricity for our streetlights.
  • Insurance: We maintain a liability policy for the HOA.
Homeowner New Plantings

You are encouraged to make your yard beautiful, and we have a few suggestions to bear in mind. We are in Hardiness Zone 8a. We STRONGLY recommend fire-resistant plantings – see Ashland’s recommendations or download this PDF from OSU. With our climate changing, drought will be with us, so we also recommend native Drought Tolerant (Xeric) trees, shrubs and other plants.

What are our basic rules for Clearview?

Maintain your property, including your front yard – ensure it looks nice and is getting adequate water. Let us know if you have any issue with irrigation. Property owners who are non-resident are required to ensure that their tenants are compliant. No nuisance or any use or practice that is the source of annoyance to other residents, or that unreasonably interferes with the peaceful possession and proper use of the property by its residents, shall be allowed within Clearview. Members shall exercise extreme care about creating or allowing disturbances, making noises, dog barking, or using musical instruments, radios, televisions, and amplifiers that may disturb other residents – it is not permitted to operate any device emitting noise which can be heard beyond the perimeter boundaries of any Lot between the hours of 10:00pm and 7:00am. Every dog owner is expected to pick up after their dog. The City of Talent limits on-street parking to 72 hours.

What needs to be approved, and how does that work?
Our Architectural Review Committee must review any visible changes to your property, aside from garden plantings. Contact us with any questions. From our CC&Rs: “No building, fence, wall, sign, or other structure of any type shall be erected upon the Property, nor shall any exterior addition to, change in, painting or staining of, or alteration to any Unit, outbuilding, fence, wall, sign, or other structure on the Property of any type be made until the plans and specifications showing the nature, kind, shape, height, materials, color, and location of the same shall have been submitted to and approved in writing by the ARB as to the harmony of external design, materials, color, and location in relation to surrounding structures and topography.”

 

Non-Resident Owner Responsibilities
Maintain your property. Ensure that all tenants fully comply with HOA Rules and Regulations and CC&Rs. Keep the Board up-to-date with all tenant’s names and email address on this form.
Pets
Pets are of course welcome, and both homeowners and renters are expected to pick up after their animals – there are waste bags and disposal bins at both ends of Clearview – please use them! Also, please ensure that your (or your tenant’s) dogs are not bothering neighbors with excessive barking.
Noise
It is not permitted to operate any device emitting noise which can be heard beyond the perimeter boundaries of any Lot between the hours of 10:00pm and 7:00am. Note that this includes muffler noise.
Your Irrigation
We encourage you to take charge of seasonally turning your irrigation on and off. It’s quite simple, and should only need to be changed in fall and spring. It’s likely either inside your garage, or on an outside wall.

Be sure to always keep your irrigation controller plugged in. It does have a backup battery to retain its programming in the event of power failure, but unplugging will just shorten its battery life, and will NOT turn off your irrigation!
Also, if you want your watering cycles adjusted (or have a leak or dead battery), just let us know, and we’ll have our expert landscaper take care of it.
Waste
Each property has an individual contract with Recology, who collects our waste on Wednesday mornings. See https://www.recology.com/recology-ashland/collection-calendar/ for what is collected on which Wednesday. Note that Recology charges extra for any waste that is not in their containers. Please do not put your waste containers out too early, and please bring them in as soon as possible.
Fireworks
All fireworks of any kind are strictly prohibited anywhere in the City of Talent, which includes all of Clearview.
Insurance
The HOA maintains a general liability policy, and each homeowner is expected to insure their own buildings. Please encourage tenants to have their own renter’s policy to cover their personal belongings.
Can we dissolve the HOA?

Maintenance of common shared areas, light posts? Sidewalk maintenance, insurance, bookkeeping, safety signs, shared and front yard lawn care, and irrigation. (Note: David is unclear whether the City has anything to do with sidewalks – checking now.)
